Banks previously served as the railroad’s assistant general counsel, and more recently as vice president and general counsel. Prior to joining the railroad, Banks spent several years at the prominent Baltimore trial law firm of Bekman, Marder & Adkins. She has also worked for Maryland Senate President Thomas V. Mike Miller, Jr., Maryland Comptroller Peter Franchot, and the Hon. Albert J. Matricciani, Jr. of the Maryland Court of Special Appeals.
Banks was born in Stuttgart, Germany and raised in Salisbury, Md. She holds a bachelor’s degree in government and politics from the University of Maryland College Park, and a law degree from the University of Maryland School of Law. She also serves on the board of directors of the Women’s Law Center of Maryland.
At 33, Banks is one of the youngest female CEOs in the railroad industry.
The Maryland and Delaware Railroad Company is a short line railroad with a network of approximately 120 miles, and has served freight customers on the Delmarva Peninsula for over 40 years. Its trains operate over three distinct sections of track in Delaware and Maryland. It directly interchanges with the Delmarva Central and its customers access the national rail network through Norfolk Southern connections in Delaware.

There’s a difference between CEO and President…the article states she’s been, and I quote: “Banks previously served as the railroad’s assistant general counsel, and more recently as vice president and general counsel”. No where does it say anything about her being CEO, only being promoted to President.
