Kentucky legislative committee considers two-person crew bill

The state seal of the Commonwealth of KentuckyLEXINGTON, Ky. — The Transportation Committee of the Kentucky House heard testimony Tuesday on a bill requiring two-person crews for freight trains in the state, reviving legislation that has previously failed to advance.

HB 33 is sponsored by seven legislators including Reps. Kevin Bratcher (R-Louisville), whose biography includes involvement with the Kentucky Railway Museum among his activities; Ryan Dotson (R-Winchester);  Al Gentry (D-Louisville); David Hale (R-Wellington); Scott Lewis (R-Hartford); Ashley Tackett Laferty (D-Martin); and Walker Thomas (R-Hopkinsville). It provides exceptions for light-engine movements and short moves within a yard or shop facility, among other reasons.

Among those testifying in favor of the bill, WEKU Radio reports, was veteran locomotive engineer Mark Elkins, while David Hall, vice president-public affairs at CSX Transportation, said there is no correlation between crew-size mandates and increased safety.

The committee took no immediate action; committee chair John Blanton said lawmaker feedback will determine whether there is a vote on the bill.
