WASHINGTON — The Surface Transportation Board on Saturday approved the appointment of Ronald L. Batory as trustee of the CP-Kansas City Southern Voting Trust, succeeding the late David Starling.

All five members of the board approved the appointment, although board member Robert Primus did so with a concurrence that maintained his objection to the standard the board applied in approving the voting trust. The decision is effective immediately.

Batory’s background of more than 45 years in the railroad industry includes a term as administrator of the Federal Railroad Administration and stints as CEO of Conrail and president of the Belt Railway of Chicago [see “CP nominates former FRA administrator …,” Trains News Wire, March 1, 2023]. He serve as voting trustee until the STB renders its decision on the proposed merger with CP.
