Q While listening to the scanner during bad weather, I heard the Canadian National Rail Traffic Controller remind train crews that Rule “X” was in effect. What is Rule X and who can issue it?

A CN’s Rule X governs train operations during and after severe weather. Chief dispatchers receive reports of severe weather that will affect safe train operations on a subdivision, and pass that on to the rail traffic controllers (dispatchers) who alert crews in the affected areas. Depending on either the report or local observations, trains may be required to operate slow enough to stop short of obstructions such as downed trees, power lines, or debris blown on the tracks, as well as verify track integrity in case of flash flooding.
